There is a known issue by Microsoft with the release of .NET 4.7 that appears automatically in Windows Update.
They have introduced a bug into Pen-enabled machines: https://developercommunity.visualstudio.com/content/problem/55303/visual-studio-may-terminate-unexpectedly-when-runn.html
I have replied to this topic on their site and will watch for Microsoft’s updates/releases to determine when users can install .NET 4.7
They are currently offering two workarounds: disable that update OR disabling the pen functionality. We don’t recommend the latter, so here are the instructions on how to hide the .NET 4.7 Update in Windows Update:
